Eligible #UTIC records are designed to interoperate across approved tools and lanes. Each record carries its privacy class, permitted destinations, minimum-necessary disclosure rule, action authority, and provenance receipt.

- Medical, financial, legal, identity, credentials, and private messages remain bounded.
- Publication, wallet signatures, transfers, and commitments retain exact action gates.
